Paving a City Built at the Water's Edge
Our paving contractors in Corpus Christi start every job with the same question: where does the water go? The city sits at an official elevation of about 6.6 feet, bounded by Nueces Bay and Corpus Christi Bay, with Padre and Mustang islands just to the east. Rain is not constant, averaging 31.74 inches a year, but it can be intense, and on ground this flat a driveway or lot that is not deliberately sloped will hold water after every storm.
A city of every age
Corpus Christi was incorporated in 1852 and grew quickly in the middle of the last century, from 108,287 residents in 1950 to 204,525 in 1970 and 317,863 at the 2020 census. That means neighborhoods with driveways laid sixty years ago sit a few miles from subdivisions finished last year. Older driveways often have thin bases and edges that have been undermined for decades; newer ones mostly need sealing and crack work on schedule so they do not age early.
The approach permit
The city's Right-of-Way Management team issues the permit for a new driveway approach, a remove-and-replace of an approach, sidewalk or curb and gutter, or an approach extension. The October 2023 application lists a $95 fee ($145 expedited), a review window of up to 30 days, a permit valid for 30 days, 72 hours' notice before construction and an approach inspection booked at least 48 hours ahead. It also requires a certificate of insurance naming the city and a traffic control plan. We fold those steps into the schedule when your job reaches the street.
Storm season checks
Corpus Christi's record of storms, from 1919 through Celia in 1970, Allen in 1980, Harvey in 2017 and Hanna in 2020, means pavement edges and drainage paths are tested often. After heavy weather we look for undermined edges, washed-out shoulders and new low spots, and price the repair separately from any resurfacing so you can decide what to do first.
Commercial corridors
The city's major roads, including I-37, I-69E/US 77, SH 44 and US 181 over the New Harbor Bridge, carry heavy traffic to businesses along their frontage. For lot owners we quote reconstruction, overlays, repairs and striping, and phase the work so customers can still get in. Entrances on state highways are handled through TxDOT's Corpus Christi Area Office; city streets go through Right-of-Way Management.
Neighborhood by neighborhood
Downtown and the older neighborhoods near the bay have narrow lots, alley access and driveways that meet the street at old concrete aprons. The Southside, which Wikipedia describes as a growing area near Oso Creek, has newer subdivisions with wider driveways and HOA expectations for appearance. Along the Northside and near the port, commercial and industrial lots carry trucks. We adjust the plan to each: tight access and hand work in older areas, consistent color and clean edges in subdivisions, and heavier sections where trucks run.
Choosing between repair, overlay and replacement
We base the recommendation on three checks: how much of the surface has failed, whether the base is firm when probed, and whether water drains. If less than about a quarter of the surface is damaged and the base is firm, patching and an overlay usually make sense. If cracking covers most of it or the base is soft, replacement is the better value over time. You get the prices for each option so you can compare.

- Rain in bursts. Average rainfall is 31.74 inches a year (1991 to 2020), but the wettest day on record brought 9.86 inches on July 2, 2007, and September 1967 brought 20.33 inches.

Corpus Christi Questions
How long does the city take to issue an approach permit?
The October 2023 application says staff review and issue within 30 days, and the permit is valid for 30 days. An expedited application costs $145 instead of $95. We confirm the current process when we apply.
Who handles an entrance on a state highway?
Work in TxDOT right-of-way goes through TxDOT's Corpus Christi Area Office rather than the city. Many commercial frontages along major routes fall under TxDOT, so we check which agency applies first.
My driveway floods every time it rains hard. Can that be fixed?
Usually. We shoot grades to find where water collects, then correct the slope with a leveling course, regrading or a drain tie-in. If the base under the low area is soft, that section is rebuilt.
Do you work on HOA driveways on the Southside?
Yes. If your HOA has rules on materials or appearance, send them over and we will build the quote around them.
Can you pave in summer?
Yes. We start early in the day so the asphalt can be compacted and cooled before the hottest hours, and we give you timing for when to drive on it.
